CEU Requirements for Oregon Professional Engineers

The continuing education (CE) requirements for professional engineers (PE) in Oregon to renew their licenses biennially includes completing 30 hours of approved professional development courses.  As many as 15 professional development hours (PDH) can be carried over from one renewal period to the next. The renewal date is June 30 or December 31 on odd years for people whose last name starts with A-F or G-K, or June 30 or December 31 on even years for people whose last name starts with L-R or S-Z. The CPD Form, Renewal Form, renewal fee and supporting documents must be sent to OSBEELS and hand-delivered or postmarked by 5:00 p.m. the day the license expires.

Oregon PDH Credits

Biennial license renewal is required for PEs in Oregon. They must complete 30 PDH via CE courses or activities and provide proof to the Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS). No specific courses or course pre-approval is required. However, proof the PDH was completed must be recorded on a Continuing Professional Development Form and kept for 5 years. Should the PE be audited by OSBEELS, they must present those records upon request.

Oregon License Renewal Dates

The biennial license renewal dates for PEs in Oregon is June 30 and December 31 on odd number years for licensees with last names beginning with A-F or G-K and June 30 and December 31 on even numbered years for licensees whose last names begin with L-R or S-Z. To renew their licenses PEs must mail or hand-deliver their CPD Form, Renewal Form, renewal fee, plus supporting documents to OSBEELS before 5:00 p.m. on the day their license expires. Copies of those records must be held for 5 years.

Engineering Ethics and Professional Conduct

PEs must know, understand and follow the ethical and professional guidelines, cannons, laws and rules regulating practicing engineering in Oregon. Their work must exhibit the highest standard of ethical behavior, integrity, impartiality, honesty, fairness and equity. PEs must also protect public safety, health and welfare through their services. Their professional behavior must meet the highest standards and principles of ethical conduct although professional development classes in ethics are not required.

Records Keeping Requirements for Oregon Engineers

PEs in Oregon must keep all catalogs for courses taught, attendance records, workshop receipts, test results, listing of areas covered and certificates of participation and completion for all classes, seminars and activities used to fulfill their PDH for license renewal. They must hold those records for 5 years and present them to OSBEELS upon request during audits.

Engineering Continuing Education Activities Accepted by the OR Board

OSBEELS doesn't pre-approve professional development courses or activities. However, to be acceptable for PDH, they must have a clear objective and purpose which expands or improves the PEs knowledge and skills in their field of practice. Online courses can be used for all 30 PDH needed. Live webinars and other activities providing professional level information that enhances the PEs skills and abilities are also acceptable.

Other Acceptable CEU Activities

PEs can earn PDH for license renewal by completing any of the following activities.

1. College courses
2. Short tutorials, correspondence and web-based, televised and videotaped courses
3. Participating in workshops, seminars, in-house courses and professional conventions
4. Teaching seminars, courses or workshops once
5. Authoring or co-authoring published articles, books or papers
6. Participating in technical or professional boards, committees or societies
7. Self-study programs
8. Mentoring individuals not under their supervision in engineering
9. Participating in non-technical job-related educational activities
10. Creating, writing, or scoring engineering licensure or certification examinations
11. Participating in competitions for engineering students
12. Completing courses sponsored by technical societies that are nationally recognized

Unacceptable Engineering CEU Activities

Some activities not acceptable for PDH continuing education course credits include:

1. Regular employment
2. Real estate licensing courses
3. Estate, financial or personal planning
4. Personal self improvement
5. Trade show or equipment demonstration displays
6. Service club activities or meetings
7. Non-engineering relevant topics
8. Enrolling in but not attending courses or seminars
9. Attending the same course repetitively
10. Teaching the same course repetitively
11. Attending general business or committee meetings
12. Taking required or professional examinations

Pre-Approval of Engineering Continuing Education Activities

OSBEELS does not require pre-approval of providers of continuing education activities and the courses they offer. However, the PE must ensure courses and activities they use for PDH meet the OSBEELS criteria that continuing education courses and activities.

Oregon Engineering Licensing Requirements

Becoming an Oregon-based registered PE requires people to have education and experience and do well on standardized testing to ensure they are competent practice engineering. Most PEs in Oregon complete four-year engineering degree programs at an ABET-accredited educational institutions and successfully complete the NCEES-administered Fundamentals of Engineering exam. They also spend at least 4 years supervised by a PE doing approved technical engineering work.

PE candidates must get a passing grade on the NCEES-administered Principles and Practices exam. They must then submit an application package with a completed professional engineer registration form, proof they passed the FE and PE exams, a completed experience details form, 5 sealed references, at least 3 from PEs, and the application fee to OSBEELS who determines if they qualify to work as a PE in Oregon.
